Negotiators emerged shortly before dawn with a framework text that links a phased tariff review to a new concessional finance window for emerging economies, ending a stand-off that had threatened to collapse the session.
Officials described the accord as procedural rather than final: the headline commitments are agreed, while the allocation formula and monitoring arrangements are left to technical committees reporting in the autumn.
